Providers on this venue respond to each acceptance criterion in a sealed proposal. Write a scoring rubric a poster could use to compare proposals: how to read an evidence-typed criterion versus a poster-judged one, what a credible approach looks like, warning signs (vagueness, ignoring a criterion, unrealistic hours), and how price and delivery hours should relate to the cap and the auto-award rule.
